The purpose of Sweetwater Union High School District Citizens’ Bond Oversight Committee (CBOC), comprised of nine (9) members, is to independently review the expenditure of bond funds, and to inform the public regarding the implementation of district general obligation bonds. Current bond authorizations include Proposition O, a $644 million general obligation bond measure approved by the voters in November 2006, and Measure DD, a $402 million general obligation bond measure approved by the voters in November 2018.

Pursuant to the requirements of Proposition 39, proceeds from the sale of bonds authorized by each of the foregoing general obligation bond measures will be used only for the construction, reconstruction, rehabilitation, or replacement of school facilities. Proceeds of the bonds are deposited into a General Obligation Bond Building Fund to be held by the San Diego County Treasurer. No bond funds will be used for administrator or teacher salaries or other school operating expenses.

As a review and oversight committee, the duties of the CBOC members include ensuring that bond funds are spent in compliance with the requirements of Proposition 39, which involves touring school facilities, reviewing expenditures, ensuring that no funds are used for teacher or administrative salaries, reviewing the annual independent financial and performance audits, and providing an annual report to the public at an open meeting of the Board of Education.

Meetings start at 6:00 p.m. If a meeting is held at a school site, a site tour will begin at 5:30 p.m.
